ARPGE Board of Directors

Tadd Eakin (president) has been an international development program manager and training specialist with 15 years experience in business/organizational promotion, human capacity development, gender issues, media development and independent foundation relations. He is a native of Florida and a graduate of Rollins College and Johns Hopkins University School of Advanced International Studies (SAIS).

Anca Arnautu DiGiacomo was born in Bucharest, Romania, and moved with her family to the New York City area in the early 1980’s. She graduated from Syracuse University in May 2002 with a degree in international relations with a focus on Europe and Foreign Policy. Anca’s prior work includes interning at the Embassy of Romania in Washington, D.C., and the Council of Europe in Strasbourg, France. Currently, she works for a think tank in Washington, D.C. that focuses on international affairs.

Rebeka Fergusson-Lutz grew up in Upstate New York and graduated from Boston University with a degree in English literature and art history in May 2001. She served with the Peace Corps in Romania from 2001 to 2003, working primarily as an English teacher at Octavian Goga and Gheorghe Lazar High Schools in Sibiu. Becka was also president of Peace Corps Romania’s Gender and Development (GAD) committee during her service. After a two-year stint as a journalist at her hometown newspaper, she moved to Washington, D.C. in 2005 to teach English in the public schools of our nation’s capitol. Becka currently teaches at Cesar Chavez Public Charter School for Public Policy on Capitol Hill and is also working toward dual master’s degrees in teaching and international peace and conflict resolution at American University.

Katy McIntyre is the Director of Communications and Development for Survivors and Advocates for Empowerment (SAFE), Inc. and has over six years of experience working in the Washington, D.C. area domestic violence community, primarily in the areas of fundraising and communications. She graduated from St. Mary's College of Maryland with a Bachelor's Degree in Psychology, with dual concentrations in Women Studies and German.

Andreea Vesa was born in Bucharest, Romania, and came to the United States with her parents at the age of twelve. She spent her high school years in Connecticut and graduated from University of Chicago in 1997 with a bachelor’s degree in political science. In 2002 Andreea, graduated with a J.D. from the American University Washington College of Law and a master’s in international relations from the American University School of International Service. She is currently the Director of the International Legal Resource Center, housed within the American Bar Association's Section of International Law in the Washington, D.C. office.

Advisory Board Members

Karen Larson graduated from Wittenberg University in Ohio with degrees in history and sociology before moving to Washington , D.C. to work in the documentary film industry as an associate producer/production manager at National Geographic and for PBS Frontline specials. She served with the Peace Corps in Lugoj , Romania , between 2001 and 2003 as a consultant for Ingerii Sperantei (Angels of Hope) and The Association for the Physically Handicapped, two non-profit organizations that provide support for people with mental and physical disabilities. Karen was also a member of the Gender and Development (GAD) committee while in Romania . She is working toward her master’s degree in public policy at Georgetown University and will graduate in May of 2007.

Luciana Mosoia was born and raised in Bacau, Romania. She earned her bachelor’s degree in Foreign Service from the Georgetown University Walsh School of Foreign Service and has studied at the Institute of Political Studies (IEP) in Strasbourg, France.  Luciana is currently a government relations consultant with IBC, Inc. in Washington D.C.  She advises multinational corporations on trade and economic matters with a particular focus on Latin America and emerging markets in Eastern and Central Europe.
